The NEA provides opportunities for US and Vietnamese naval professionals to share best practices and exchange maritime skills. Maritime skill exchanges between the two navies are non-combatant events, such as humanitarian assistance and disaster relief, medical training, fire fighting and damage control, search and rescue, diving and salvage, sports and community service projects. The Vietnam People’s Navy sailors are part of the Lu Doan 161-V3-Headquarters. (US Navy photo by Chief Mass Communication Specialist Michael Ard)
